Concerned Memphians witnessing the heightened presence of ICE in the city are joining Vecindarios901 to protect targeted neighbors. A hotline with an on-call dispatcher is in place to intercept calls in real-time of an ICE raid or apprehension. When a distressed individual is cornered or encircled by agents at their place of residence or location, they are able to call the hotline in no time. Rapid response units then come to the aid of the targeted person. The responders act responsibly and ethically with person's safety in mind and are able to intervene- permitted by citizens' rights and liberties.
In order to hold immigration enforcement responsible, filming the situation is necessary. Ethically and effectively filming forgoing and attempted ICE apprehensions can properly document any human rights violations committed by ICE, expose and deter violence, and serve as direct evidence in legal matters. Legal observers have helped the Vecindarios901 organization to document ICE activity in Memphis.
ICE agents wear civilian clothing, hooded, or masked, and are outfitted with armor vests with the word POLICE on them. Often they are armed with weapons such as pistols or assault rifles. The vehicles they drive in are casual civilian vehicles that are not identifiable as police patrol cars. Alarmingly, reports and eye witnesses claim the Shelby County government is cooperating with ICE in Memphis. Tags and license plates of the Sheriff's office have been seen on the back of vehicles at sightings of ICE activity. The county government when Mark Lutrrell, Jr.was mayor contradicted this given fact of cooperation.

Back in 2018 during the drama of a court case, in a written letter criticizing ICE detainer requests, legal opinion of the county government argued that ICE requests are not mandatory nor compliant, violate the 4th Amendment's "probable cause" questioning a suspected person's status, and immigration matters are civil not criminal.
However, the legal brief was a "recommendation" for Sheriff's Office. Sheriffs may very well be disregarding this legal opinion and honoring requests even helping ICE. Memphis Gang Unit (MGU) tag identification has even been seen in areas of ICE activity.
Surveillance methods are used to target the undocumented community. A phone spying software called "Stingray II" to spy on Memphians without a warrant. A law suit arguing against the police department’s use of “Stingray II” is moving its way in court right now. Back in 2017, news outlets only just started reporting on US police departments' interest and investment in illegal phone spy software. Only then was there any knowledge of these surveillance tactics and methods which deliberately hack civilians’ cellular mobile devices. Same year a public-private firm named TigerSwan, military intelligence apparatus, targeted the Standing Rock movement using spy software and it was shocking how extensive and invasive the spying was. The firm leaked sensitive details and situation reports to police agencies on the movements' protesters and developments. Same situation is happening in Memphis as police is embracing these surveillance methods to target individuals. Police will intercept messages and calls outgoing and intentionally edit to make the materials incriminating.
However, Vecindarios 901 has a resistance network which is effective. Well capable to counter ICE activities in the city. Memphis refuses to be tested with.
